New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview:
The Program Coordinator performs highly advanced consultative services and technical assistance work providing direction and guidance related to the general needs assessment, priorities, and program outcomes of the Title I, Part C, Education of Migratory Children (MEP) program. The program coordinator develops, manages, or assists with grants and contracts, provides program oversight of the initiation and development of assigned contracts with associated monitoring and evaluation activities to ensure effectiveness. Additionally, the position coordinates the development and implementation of program activities, policies, procedures, program guidelines, and implementation of monitoring and compliance of the Title I, Part C program, which includes the development of programmatic materials and working with the Title I, Part C deputy program management director in the development of program work plans to prioritize work. The program coordinator will also be the program lead for the Title V, Part A – Funding Transferability program by providing program oversight, coordination of program activities, policies, procedures, program guidelines, and the implementation of the program. The program coordinator will also represent the agency and division at various in-person program meetings and conferences relevant to the duties of the role.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions:

1. Program Compliance Monitoring: conducts program monitoring of Local Educational Agencies (LEAs) and/or campus(es) on program compliance requirements within specified timelines; trains, reviews, and develops high-quality documents to be shared with selected LEAs and for publication to website
2. Training and Resource Production: develops high-quality training and high-quality resources on statutory program requirements by the specified timeline
3. Customer Service: communicates professionally, effectively and in a timely manner with the ESCs, LEAs, and public; consistently exemplifies good customer service when responding to requests, providing training, feedback, planning, and organizing; exhibits a thorough understanding and knowledge of statutory requirements

Minimum Qualifications:
- Education: Graduation from an accredited four-year college or university
- Experience: At least four [4] years of experience in federal programs management or federal programs implementation at an LEA, ESC, state, or federal agency

Other Qualifications:
- Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
- Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
- Knowledge and application of federal grant rules and regulations, including Education Department General Administrative Regulations (EDGAR)
- Clear and effective communication, both verbally and in writing, to a variety of audiences; write clear, accurate, and professional letters, reports, procedures, and presentations
- Self-motivation to read and study to develop solutions while working under minimal supervision
- A desire to self-reflect, give/receive feedback and continuously improve
- Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze
- Highly organized; ability to manage multiple projects at once and meet deadlines
