Provides technical assistance, support and advice to developers senior analysts and others in the development of software applications. Supports end-users and troubleshoots, interprets, tests, and resolves user problems. Serves as a liaison between internal/external departments, Dallas County IT, contractors and vendors. Collaborates with department personnel, other County staff, and other law enforcement agencies staff to provide technical support, facilitate activities between departments and assist in managing vendor relationships. Conducts reviews and audits of Criminal Justice System access for all Dallas County users and all agencies with County TCIC/NCIC access.1. Provides first-line technical support for system users to include problem qualification, fault isolation, problem determination and resolution of system and applications issues and answers; evaluates and prioritizes client technical inquiries and problems. May prepare reports, and propose solutions to improve program operations; monitors applications, programs, services and access.
2. Serves as departmental liaison with internal staff, external agencies and vendors on the implementation, integration, operation, maintenance, and control of complex computer operating systems. May conduct surveys, inspections, audits, or other reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures; prepares or assists in the preparation of administrative reports, studies, and specialized research or other projects.
3. Coordinates training for applicable internal/external personnel and indirectly supervises employees in the utilization and processes associated with system applications (OMNIXX, NLETS, TLETS and CJIS certifications).
4. Performs requirement-gathering activities for the development of new system features and/or functions. Participates in research and testing of new software or updated features. 15 E
5. Maintains an awareness of new legislation and or regulations which may impact the operation of the information systems servicing the department.
6. Performs other duties as assigned.Education, Experience and Training:
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Information Systems, Business, Computer Science, Mathematics, Engineering or other job-related field.
Special Requirements:
Skilled in the use of standard software applications. Able to effectively communicate both orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledgeable of standard concepts, practices and procedures of applicable systems. Knowledge of mainframes, PCs, networks, specialized software, internet and office automation tools. Experience as a current or past user of criminal justice information systems preferred. Technical knowledge of Windows, networks (UNIX/Windows, NT etc.), and/or fundamental concepts of databases (preferably SQL server). Must pass a background investigation. Required to be on call at all times. Willingness to work within a jail environment when required. Must have a valid Texas Driver’s License and good driving record. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
“Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”

Standard office environment. May be required to lift up to 25 lbs. unassisted
