Minimum Qualifications

- This position is Grant funded -

Acceptable Experience and Education

Bachelor’s degree in Criminal Justice, Psychology, Social Work, or a related field, and two (2) years of full-time experience in casework, counseling, or customer service with good interviewing skills

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required.

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Must be National Association of Pretrial Service Agencies (NAPSA) Certified within three (3) months of hire.


Typical Duties

Essential Duties:

Supports the department’s mission of enhancing public safety, court appearance and the efficient and effective use of the jail pretrial;

Supervises those who are released with a personal recognizance bond or with conditions of release bond and is enrolled in the Swift, Certain, Fair program;

Monitors compliance with court orders, coordinates services, and recommends additional court action as necessary;

Makes necessary referrals and follow-up of persons released on personal bond or conditions of bond / release to include ensuring clients attend scheduled appointments and court dates; Reminds defendants of court dates by phone, in person or by other electronic means; documents and tracks relevant data;

Conducts a variety of assessments and/or provides drug alcohol screening; schedules the collection of urine samples and administers breathalyzer tests, as necessary, in accordance with established department guidelines;

Appears regularly in court and presents to judges regarding defendant supervision performance, PR bonds, or other court-related matters;

Is responsible for verifying compliance for mental health, including making phone calls to various entities that will confirm the individual is complying with treatment; Coordinates clients’ participation in rehabilitative efforts and provides follow up;

Monitors defendant compliance with alcohol monitoring devices; ensures prompt follow-up on violations of such devices in accordance with the SCF program parameters;

Works in close collaboration with social agencies underlying client welfare;

Assists as directed in the development and improvement of SCF grant program and procedures;

Attends and participates in meetings, trainings, orientations, and information sessions;

Stays abreast of new trends and innovations in the field;

Maintains a high level of honesty, integrity, and ethics both on and off duty, complying with all county and department policies; remains arrest-free and complies with local, state, and federal laws or ordinances;

Maintains a positive team atmosphere and works well with others; participates in team building exercises and nurtures positive relationships with colleagues and coworkers;

Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties -

Performs other duties as assigned.

Works weekends or evenings as scheduled.

Travels to and from court and other collateral travel with little or no notice, as assigned.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

The Swift Certain Fair (SCF) Supervision Officer works with the Swift, Certain Fair Dual Diagnosis grant providing Driving While Intoxicated (DWI) defendants with appropriate supervision, case management, and support services to ensure compliance with conditions of their release and the program. Officers provide the El Paso County courts and relevant attorneys with accurate and timely information regarding a defendant’s performance while on bond and in the program.

Directs: This is a non-supervisory position

Other: Has frequent contact with individuals who are criminally accused but who have not yet gone to trial, Mexican Consulate, local, state, and federal agencies social agencies, law enforcement agencies, general public, criminal courts and their staff and other county employees.


Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: Community services and resources for this target population; social work in a corrections agency; casework and counseling principles; PR bond requirements; the principles and practices of effective customer service; principles and practices of training; English usage, grammar, punctuation, and spelling; techniques for effective interpersonal communications; modern office procedures, methods, and computer equipment to include Windows and Microsoft based products.

Skill/Ability to: be able to defend self against danger when performing duties at all times have mobility within an office and detention facility environment; be able to visually identify clients; be able to handle high levels of stress; be able to rationally prioritize tasks and exercise independent judgment in making decisions and recommendations; be able to initiate and maintain legible documentation on continual basis; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks; display a high degree of self-motivation; understand report writing and statistics; time management; operate personal computer using standard office operating software and general office equipment; prepare and maintain records; maintain filing systems; communicate effectively both orally and in writing; be dependable; schedule, and train; to deal with the public courteously and effectively; establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a Criminal Background Check; Bilingual (English-Spanish) preferred;
