Acceptable Experience and Education
Bachelor's degree in business or public administration and four (4) years of inventory, store keeping or related experience, in addition two (2) years of supervisory experience.
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates, Licenses, and other Requirements
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
In order to access the County’s network and systems, a personal mobile smart device is required by the hire start date.
- Typical Duties
Essential Duties
Manages the operation of a warehouse with specific responsibility for the preparation of pickup, and exchange of materials and merchandise; organizes, prioritizes and schedules print jobs by the Purchasing Department;
Directs detailed instructions on new and unusual assignments;
Performs printing and photocopying work;
Programs, checks and updates postage rates and freight rates on county postage metering machine;
Oversees express mail transactions;
Oversees, monitors and maintains express mail account, distributes incoming and outgoing mail;
Oversees, balances and audit daily cash receipts;
Develops and maintains preventative maintenance schedules for all print shop and mailroom equipment;
Tracks and reports project financials budgeted for allocated resource billings;
Creates and implements best practice logistics principles, policies and processes across the organization to improve operational and financial performance;
Monitors quality, quantity, and delivery times;
Manages small project teams to develop, execute and complete assignments;
Manages multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities;
Oversees and performs moderately complex clerical and warehouse work coordinating all commodities and equipment movement and storage;
Oversees and performs procurement work placing and expediting orders for diversified goods;
Oversees and coordinates assigned services and activities with those of other divisions, outside agencies, and organizations;
Operates risograph printers and digital copier equipment in the reproduction of single and multi-color printed material and transparencies;
Operates auxiliary print shop and mail equipment, binder, collator, paper cutter, drill, perforating numbering machine, puncher, tape binding machine, postage meter, digital postage scale, cash register in addition to routine office equipment;
Oversees and receives all incoming mail and interdepartmental mail, sorts according to appropriate destination, and distributes to all county departments;
Manages and maintains postage meter replenishing postage at the post office as required;
Maintains printing, copy, finishing, and mail equipment;
Keeps a working inventory of printing and copying supplies in stock to ensure timely production to meet departmental requirements;
Receives materials, equipment and hardware;
Ensures correctness of quantity and quality and maintains records of stock received;
Oversees, disperses, and delivers supplies, materials, and equipment from the stockroom;
Maintains the orderliness of the stockroom; places stock in proper bins and racks;
Takes inventories of all items in stock and maintains optimum inventory levels to ensure timely deliveries to meet departmental requirements;
Recommends layouts for maximum use and operation of warehouse or storage space;
Operates materials handling equipment; ensures that items are properly and safely stored;
Receives and disburses materials, furniture, equipment and commodities ordered by county departments and insures items are labeled by the inventory analyst prior to delivery to the department;
Maintains records and files;
Supervises department employees, including assigning and reviewing work, training, completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;
Plans and assigns daily workload for support staff, prioritizing, scheduling, and organizing workloads to meet deadlines;
Evaluates subordinates’ performance, identifying strengths and weaknesses, providing employee development, guidance, and motivation, and making recommendations for corrective actions when appropriate;
Enforces personnel rules and regulations, standards of conduct;
Organizes team roles and evaluating employee performance;
Documents operational tasks and reporting to upper-level management;
Performs employee reviews and assessments;
Assists with new employee onboarding and training program;
Ensures work is closely reviewed for accuracy, completeness and adherence to instructions;
Provides training and instruction on various equipment;
Manages and adjusts workload schedules as required do to priority and need;
Provides guidance, training, and instruction on the operation and maintenance of equipment and activities within the Print/Mail operation;
Motivates and works with employees to correct deficiencies;
Plans, directs, and coordinates, through subordinate-level staff, the department work plan;
Assists with managing the career development and performance of staff assigned;
Meets with staff to identify and resolve problems;
Manages, coaches, and develops team that meets agreed objectives and delivers best practice results, added value, and continuous improvement;
Attends and participates in meetings, training and information sessions;
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

- Job Summary
Summary of Position
The Purchasing and Logistics Warehouse Manager works under general direction, manages the development of staff within the County’s Purchasing Department’s Purchasing and Logistics Warehouse Division. Work responsibilities extend to supervising and managing warehouse, mailroom, central supply, and fixed asset section and all related functions; interacts with vendors for procurement, pickup, and exchange of materials and merchandise. The incumbent is responsible for scheduling and overseeing the daily operations of the division.

Minimum Requirements: Knowledge, Skills, and Abilities
Knowledge of : Supervisory techniques; office management techniques; procedures and methods including computer keyboard operation; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; administrative and business principles and practices used in the management and operations of large parking facilities, contract compliance, budgeting, cash receipting and depositing, and the computer operations to support these functions. Skill/Ability to: manage construction and installation activities on assigned projects, manage multi-disciplines such as, maintenance of facilities, parking garage equipment, and other operational needs, effectively managing a revenue enterprise, effective oral and/or written communication, understand and carry out oral and written instructions precisely; maintain confidentiality of information; establish and maintain effective and cooperative working relationships with those contacted in the course of work; read and interpret documents such as rules, operating and maintenance instructions, and procedure manuals; deal with compliance issues, complete projects within the required scheduling, and the ability to make prompt customer service decisions, exercise good judgment, tact and diplomacy in all public dealings, lead and motivate subordinates; complete projects on time and within budget, and establish and maintain cooperative and effective relationships with those contacted during the course of work.
