- Summary
Under general supervision of the Right-of-Way Manager for Public Works, the Right-of-Way Technician assists with processing Right-of-Way (ROW) permit applications and network node permit applications. In addition, assists with maintaining records, reports, and division databases to track information on permits for ROW inspections, coordinates information with other City departments, provides ROW and utility project information in response to inquiries from the general public, contractors, and outside agencies, assists walk-ins and handles phone requests in support of the ROW Division for Public Works.
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.- Essential Job Functions & Other Important Duties
- Enters data to track information on permits for Right-of-Way (ROW) inspections and assists with entering data for utility line locates, as needed.
- Assists Engineers, Contractors, & Franchise Utilities with forms and technical questions related to ROW permits, Network Node permits, and utility line locate processes.
- Reviews, accepts and processes permit applications and documents, assigns permits to the inspectors, assesses permitting fees, provides receipts for fees paid, provides change, reconciles and closes out cash drawer at close of business.
- Registers and confirms insurance for all ROW related contractors and subcontractor.
- Archives all final accepted projects in accordance with departmental and City policy.
- Confirms that all permit applicants are correctly registered with the City; and assists with proper registration when necessary.
- Assists with tracking projects from initial permit application through final approval of permit.
- Handles all correspondence with division staff regarding contractor violations and updates the ROW Permit and contractor's registration file with new proof of insurance.
- Assists with researching ROW and Network Node permit questions, as well as ROW Ordinance related questions for contractors, developers, division staff and the public.
- Maintains and updates revisions to permits and provides notifications of revisions to contractors, developers, engineers, City staff and the public.
- Prepares copies of maps, reports, DPO, letters to assist engineers, contractors, developers, division staff and the public.
- Scans and sends Traffic Control Plans by email to Engineering for review and approval.
- Responsible for communicating to the appropriate City departments, which may include CMO and Communication Department for media notification when gas lines and City utilities are hit or ruptured.
- Performs a variety of customer service duties including answering and directing telephone calls to appropriate staff members, answering routine questions, and guiding applicants on how to apply for ROW and Network Node permits.
- Processes and monitors open purchase orders and periodically notifies managers of balances.
- Attends and participates in a variety of meetings.
Other Important Duties:- Maintains and updates department records and files.
- Assists Senior ROW Technician on daily tasks as needed.
- Performs other duties as assigned.
- Regular and consistent attendance for the assigned work hours is essential.

- Knowledge of Right-of-Way and Network Node rules, regulations, codes and ordinances.
- Knowledge of City policies and procedures.
- Proficiency in the use of computers and related equipment, hardware and software.

- Skill in maintaining bookkeeping records and reconciling receipts.
- Skill in training other employees in the utilization of computer software and databases.

Education, Experience, and Certifications:- High School Diploma or G.E.D., and two (2) years customer service experience; or equivalent combination of education and experience.
- Permit and plan review experience preferred.
- Must pass a pre-employment drug screen, criminal background check and MVR check.
- May be required to possess a valid State of Texas Driver's License.
